Are Federally Supported Relationship Education Programs for Lower-Income Individuals and Couples Working?

A Review of Evaluation Research

The Bottom-line First. From the beginning of the federal Healthy Marriage and Relationships Education (HMRE) policy initiative, there has been an impressive body of serious evaluation work on the effectiveness of relationship education programs designed to help lower income couples form and sustain healthy relationships and marriages. Large-scale, rigorous, randomized controlled trial evaluation studies reveal promising successes, disappointing failures, and nuanced findings in-between. Critics’ claims that the HMRE initiative has been a failure are challenged by a thorough investigation of the research in this area. Still, federal policy needs to support more innovative approaches and strategies to increase the reach of relationship education services and improve their effectiveness. The initiative needs to move beyond a focus on program success to population impact. Is Relationship Education for Individuals At-risk for Intimate Partner Violence a Good Idea?

The Bottom-line First. Researchers consistently are finding that individuals and couples who are at greater risk for experiencing intimate partner violence (IPV) are participating in relationship education (RE) in significant numbers. A recent study found that individuals who began a RE program with higher risk for IPV reported greater relationship equality and reduced controlling violence and relational violence at the end of the RE program. The Effectiveness of Online RE Programs with Couples Experiencing Intimate Partner Violence

The Bottom Line (at the Top): Many couples who participate in RE programs have experienced some lower levels of intimate partner violence. This study suggests that couples who have experienced some intimate partner violence can improve their relationship by participating in an online RE program.
